I believe the criteria is cities in the European Union with largest population within city limits.
Berlin is number one. Moscow and London aren't part of the European Union and Paris DOES have the largest population, but that includes their metropolitan area too.

I thought it came up when youve played the 4 games and then voted on the theme - so I vote after finishing the four main games - then go back and do the rest of the games - when I come back to the discussion (to read) I have the 4 icons
